In a large mixing bowl, whisk together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.
Add the almond milk, vegetable oil, white vinegar, and vanilla extract to the dry ingredients and mix until well combined.
Gradually add the hot water to the mixture and continue mixing until the batter is smooth and well combined.
Fold in the vegan chocolate chips (if using).
Pour the batter into the greased cake pan and smooth out the surface with a spatula.
Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted into the center of the cake comes out clean.
Allow the cake to cool completely in the pan before removing and slicing.
Serve the cake with your favorite plant-based frosting, fresh fruit, or chopped nuts.
